Ethnic armed groups in Myanmar gathering in a crucial conference at a rebel town decided to extend their discussions until Saturday to finalize a deal on the conditions for them to sign a nationwide cease-fire agreement planned by the government next month.
More than 60 representatives of 17 ethnic rebel groups met from Wednesday for the three-day Ethnic Armed Organizations Conference in Laiza, a small town, near the Chinese border, home to the headquarters of the Kachin Independence Organization.
"We have all generally agreed on the framework but we
will meet again to finalize and sign it tomorrow," Salai Lian Hmung Sakhong, said one of the ethnic representatives attending the conference in the town about 600 kilometers north of the capital Naypyitaw.
Ethnic leaders have been struggling to work out a cease-fire framework they plan to propose to the government, participants said, adding that hopes are high they would have 'a done deal' by Saturday.
The ethnic groups want to see the cease-fire deal include clauses committing the government to switch the country into a federal democratic system and to ensure autonomy, the participants said.
The government-drafted agreement lacks such assurances, sources close to the process said.
Most of the rebel groups gathering in Laiza have already reached cease-fire agreements with the government. The host Kachin is an exception.
Ethnic Kachin separatists live in their namesake state in the country's northernmost region and KIO is their political organization.
Its military wing, the Kachin Independence Army, has been fighting with government forces since a 17-year-old truce broke down in June 2011. Clashes, however, have scaled down following a series of peace talks between the two sides this year.
After the conference in Laiza, the KIO is due to meet with the government's Union Peace Work Committee in Myikyina, the capital of Kachin State on Sunday for further negotiations.
Since it assumed power in 2011, Myanmar's civilian government led by President Thein Sein has been trying to broker peace deals with all ethnic minority rebel groups in the country.
Signing a nationwide cease-fire agreement would be a vital step in moving to the final stage of Thein Sein's peace process, namely holding political dialogue to achieve a permanent peace framework. The move would have to be endorsed by parliament.
The Thein Sein government has so far secured cease-fire agreements with 14 ethnic groups, including major insurgency forces such as the Karen National Union, which has been fighting for self-determination for more than six decades.
