MYANMAR TO DECENTRALIZE EDUCATION SECTOR IN FOUR PHASES

The Education Ministry would initiate decentralization process of the education sector of the country in four stages, according to the ministry's draft policy papers.


The Ministry has drafted the Basic Education Sector Policies (draft) and the Decentralization Policy.
The papers were submitted to the Pragmatic Education Promotion Seminar by director-general of No-1 Basic Education Department Dr Myo Thein Gyi.


The seminar took place on December 31, 2013, and was attended by educational advocates and student union delegates.
The papers feature capacity building and welfare of teaching staff through on-job trainings.
It also envisions the hybrid education, a shift from centralization to decentralization, and supports accountability and responsibility.


"To change the education system, we need to change the administration first. When everything is centralized, teachers have no rights. They rather obey than teach," said Dr Thein Lwin, of National Network for Education Reform.
The network has drafted a university education bill which has been submitted to the parliament and with the parliamentary bill committee.


"The capacity of teachers and students will hit low as long as there is the centralization," said the educational activist.
