Top police officers from across the country will discuss ways to gather evidence to establish Maoists' links with China and Myanmar when they meet for a three-day brainstorming session in the capital from Thursday.
The annual conference of Directors General of Police will also discuss use of plastic money to tackle counterfeit currency, issues related to terrorism, social media's role in inciting people and cyber security. Prime Minister Manmohan Singh and Home Minister Sushilkumar Shinde will address the meet, among others.
Sources said direct evidence is yet to be collected to establish that Maoists are receiving help from the Chinese or Myanmarese government though it is being talked about.
The intelligence agencies have managed to get evidence about Maoist links with North-East insurgent groups. Sources said they could not go beyond North-East though they know the links of Chinese and Myanmarese with Maoists.
The security establishment believes that Maoists receive arms and training from overseas. However, till now, they have not been able to collect "direct evidence" and the top officers would discuss how to gather more evidence on this aspect, sources said.
Another issue that will be discussed at length will be expanding the use of plastic money to tackle counterfeit currency. In its report, the National Investigation Agency (NIA) has said that Pakistan is pumping in fake notes into the country and it is not possible to distinguish genuine ones from the counterfeit ones as they have managed to match almost all security features.
Sources said the security agencies have been propagating for some years now the expansion of plastic money use to limit paper currency.
With social networking sites being used to incite people as seen during the recent Muzaffarnagar riots, officers are also expected to discuss innovative ways to tackle the menace without hindering freedom of speech. As incidents of snooping are increasing, the issue of cyber security will also be discussed. The meeting will review intelligence-gathering mechanism, its sharing, how to deal with economic offences, especially fake currency, and enforcement challenges before the police.
