South Korean President Park Geun-hye is often noted for her careful, reserved manner of speech. Critics in the media say that makes her seem distant.
She appears to have made an exception to the rule when talking about deregulation, a major platform in her presidential election campaign in 2011.
On Tuesday, she called on ministers to put unnecessary regulations to a guillotine, the latest in a series of graphic and gory metaphors.
