To develop child protection at a national level, forums are being held in Yangon, Mandalay and Nay Pyi Taw.
Children's rights groups have asked for government guidance but received no reply, according to Akar Doe Naung of Myanmar Child Rights Development Network.
"We want this forum to be led by the government but if they don't lead it, social organisations will hold it instead," said Akar Soe Naung.
The forum will be held before March and independent children's rights groups will be invited.
"The groups are small and very basic. They know the most about children and can represent them effectively. About 40 or 50 groups will be invited," he added.
The forum will first be held in Yangon with representatives from Shan, Kachin, China states and all other regions.
To submit the results of the forum, 100 delegates will meet parliamentary representatives.
