The three suspects identified earlier are believed to be either in hiding or on the run to escape from the clutches of the law.
Penang police chief Datuk Abdul Rahim Hanafi said the fourth suspect was part of the second group of Myanmar nationals targeting their own countrymen.
"We will release the photofit of the suspect soon," he said but declined to elaborate further at a press conference before a police pre-dawn anti-crime operation today.
Penang to date has recorded the murders of 18 Myanmar nationals, the latest on Dec 8, with their dismembered remains scattered throughout the state.
Police have since detained a total of 20 suspects with 12 reportedly confessing to nine killings while the rest have been released.
Authorities have blamed the grisly killings to revenge, dismissing speculations that the murders were due to ethnic and religious unrest happening in Myanmar.
The state was also rocked by news the killers had murdered and dismembered their victims at a house in the quiet village of Kampung Pisang, Machang Bubuk, on the mainland.
A police operation on Dec 5 did not find anyone present but found blood stains and recovered three machetes.
On the progress of tracking down the second group, Abdul Rahim said, police were ascertaining their whereabouts and expressed confidence in arresting them soon.
"We are still tracking and identifying the suspects," he said.
