Myanmar president Thein Sein denied allegations of ethnic cleansing in Arakan State, calling it "smear campaign".
The reformist president gave an interview to France 24 television.
"This is a smear campaign against the government. What happened in Rakhine (Arakan) was not ethnic cleansing," he told the Television.
New York-based Human Rights Watch accused the Myanmar government of "a campaign of ethnic cleansing".
Manay people in Arakan state were killed and even more thousands were displaced in sectarian conflicts in the western part of Myanmar.
Thein Sein was on his second European tour in months, this time visiting UK and France.
He met UK prime minister David Cameroon and French president Francois Hollande on his visit.
